Microsoft has confirmed this to be a problem in Microsoft Internet Explorer version 4.0. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
Since IE4.0 is integrated with Windows95, if there is a crash in IE4.0, it brings down the whole OS at times. Also, there's problems with the TaskBar Icons. Try this. From the menu bar in IE4.0, go to View-Internet Options-Advanced and check Browse In A New Process. This will separate Internet Explorer and Windows Explorer in memory, so that a crash in IE will not bring down the whole system (loss of tray icons).
Start Button, Taskbar, and Desktop Icons Missing After Logon

Article ID: Q171642
SYMPTOMS
When you attempt to install Internet Explorer, you may receive the following error message:
Internet Explorer 4.0 was not successfully installed
CAUSE
This behavior can occur if one or more of the Internet Explorer cabinet (.cab) files is damaged and Authenticode 2.0 is not installed on your computer.
RESOLUTION
To resolve this issue, follow these steps:
1.Install Authenticode 2.0. For information about how to do so, visit the following Microsoft Web site:
How To Change The Edit Button (on the menu bar) In IE4.0 To Edit With The Program You Choose.
In Windows Explorer (not IE) Goto View - Options - File Types.
Scroll down to "Internet document (HTML)" in IE3, or
"Microsoft HTML Document 4.0" in IE4.0.
Click it once to highlite it.
Click the edit button.
Click the edit option to highlite it then click on the edit button (different one)
use the browse button to find the program desired for edit.
Click OK, then OK again and we are finished.
If IE4.0 keeps continuously redialing and you either have to reboot or select Offline mode, try this. Subscriptions may be set to automatically update. Go to Favorites/Manage Subscriptions, then right-click a subscription, and choose Properties. In the Schedule tab, be sure that Don't Update My Subscription When I'm Using My Computer is checked, then click the Edit button, and check the Repeat field to be sure that it's set properly.
Your Deleted Items box is corrupt. This can happen from time to time for a variety of reasons. Close Outlook Express, then open a window on your OE mail folder. By default it is at:
C:\Windows\Application Data\Microsoft\Outlook Express\Mail
Delete the 2 files Deleted Items.idx and Deleted Items.mbx.
When you re-open OE, it will create a new Deleted Items.
You'll need to modify the "edit" action for the "Internet Document (HTML)"
file type. Open Windows Explorer, and choose View | Folder Options | File
Types tab. Scroll down to and select Internet Document (HTML). Click the
Edit button. Select the edit action (if there isn't one, make one!), and
click the new Edit button. Now type the command line for your favorite HTML
editing program (e.g. c:\windows\notepad.exe!). Go through all the
OKs and restart IE.
An Unknown error has occurred. Account:'ADAC bv',
Server:'holexc1',Protocol:
POP3, Port: 110, Secure(SSL):No, Error Number :0x80004005
The pop3uidl.dat file is corrupt. This file contains all
the information regarding which messages on the server should be downloaded,
etc. Try deleting this file (with OE closed), then open OE and check your
mail account settings again.
The default location for the file is at C:\Windows\Application Data\Microsoft\Outlook Express\Mail\Mail
Despite telling Outlook Express (OE) to remember your passwords, it keeps forgetting them. Try this:
Go to the DOS prompt (Start/Shut Down/Restart the computer in MS-DOS Mode). For Windows 95 go to your \Windows\Sytem folder, for Windows NT go to your \WinNT\System32 folder. Now type: pstores -install
When I try to encrypt my messages, this is the message I get: "You do not have a valid digital IDs in the address book."
Check the to see if something is entered in the Reply To field under Tools | Accounts | Mail | Your Server | Properties | General. If so, clear the Reply To field. If that doesn't work, then maybe you have selected "Include myself when sending encrypted mail" but you haven't added your own Digital ID to a WAB entry for youself. To do that, simply send yourself a Digitally signed message and then add your certificate to the WAB.
1. Select Start in Windows 95 (File in Windows 3.1x, Program Manager), then Run.
2. Type: SYSEDIT.
3. In the System Configuration Editor, select Window, then C:\WINDOWS\SYSTEM.INI.
4. In the [boot] section, see if the DRIVERS= line is missing or commented out
with a semicolon (;) in front of it. The line usually reads DRIVERS=MMSYSTEM.DLL.
Add the line to the file or restore the line by removing the semicolon (;).
NOTE: There may be other drivers loading on this line, so do not to delete them.
Make sure that the portion below of the DRIVERS= line reads exactly:
DRIVERS=MMSYSTEM.DLL
Why does my computer hang in task "RNAAPP" when I dial out to
The Internet?
Installing the ISDN/Dial-up Update 1.2 usually fixes the hanging
RNAAPP bug.
One complaint is, that sometimes the computer hangs with "RNAAPP (Not Responding)" when you press CTRL-ALT-DEL to bring up the task list. The fix was to hide the
file named VNBT.386 which is not needed for an Internet session.
This seems to be correct. VNBT is a virtual device for NetBIOS over TCP/IP, not needed for connecting to The Internet and using Winsock
apps. You will need this file back, however, if you run Client for MS
networks over TCP/IP or otherwise want to use NetBIOS apps over it. It
also appears that deleting VNBT.386 doesn't work.
A better solution, which would prevent this VxD from being invoked, is
to set "Disable DNS" and "Disable WINS Resolution" in TCP/IP
properties, and specify the DNS address in the dial-up connection's
properties directly. However, this bug seems to still creep up. One
thing I've noticed is this bug never seems to happen to me. At least
not anymore. So I figure I'm doing something different... here's a recommendation
for setting up a connection on a Win95 machine in order to prevent
this bug:
1. Remove any traces of non-standard comm drivers, TCP/IP stacks, etc
that aren't designed for Win95
2. Remove and re-install Dial-up Networking from Add/Remove Programs
/ Windows Setup (to replace the related files). Add TCP/IP.
3. Remove any unneeded protocols, clients, etc, and disable any
Client or Service bindings to TCP/IP not needed (such as Client
for MS Networks)
4. Disable WINS resolution and set "Disable DNS". Finally, OK
everything without re-starting.
5. Install Service Pack 1 and the KERNEL32 update, and any
other update related to the software you use (Netscape users
should get the OLE2 update as well, because I believe it uses OLE)
and re-boot
6. When you make your dial-up connection, specify the name servers
yourself, and turn off all server type options EXCEPT TCP/IP.
I don't know why, but doing the connection up this way seems to
prevent this RNAAPP lockup.
Links In Outlook Express mail and news don't work.
If you click on links in OE mail and news and they do not work, it's because Outlook Express is not your default mail and news program and IE4.0 is not your default browser.
Do this:
1) In Outlook Express, go to Tools | Options and check to make sure that "Make Oulook Express my default mail program" and "Make Outlook Express my default news reader."
..." are checked.
2) In IE4.0, go to View | Internet Options | Programs and select OE for
mail and news. Also, be sure "Internet Explorer should check to see whether it is the default browser" is checked.
In Outlook Express, if you're sending large email messages and they are being broken into smaller blocks before sending, go to Tools/Accounts/Mail/Properties. Then under the Advanced tab, uncheck "Break apart messages greater than...." option. In Internet Mail, it is under Mail/Options/Send tab.
Graphics are displayed incomplete (bottoms cut off) or "center" sections
missing. Headers and/or text sometimes is displayed numerous times, often on top of each other.
1)Updating your video driver - Check out your graphic card manufacturer's
web site for updated driver.
2)Installing DirectX5 - http://www.microsoft.com/directx/
3)Turn down video acceleration:
-Click Start, point to Settings, click Control Panel, and then double- click
System.
-Click the Performance tab.
-Click Graphics.
-Move the Hardware Acceleration slider to the left one position.
-Click OK, and then click OK again.
If you're getting this error message. Do as it says first, check the password along with the mail configuration. Then reset the password, check to see if they are a GTE customer and are in the database. If all of this fails, check the System Status, ping mail.gte.net and smtp.gte.net and lastly, if all else fails, call a lead tech.
Go to View | Internet Options | General |. Under Temporary Internet Files, click Settings. Then, under Check for newer versions of stored pages: check Never. Now, reboot. Now go back to the above and check Every time I start Internet Explorer. Reboot once more. This resets it so it will get the cached page instead of reloading it everytime you go there. Of course, it checks it for new pages when it's opened for the first time each session.
When you do a right click on a link and want to "Open In New Window" but it doesn't work, you will need to uninstall IE4.0 and reinstall it to get it to work properly.
Password Is Grayed Out even though Client For Microsoft Networks is installed. Here's the fix.
Delete all *.pwl files.
Reboot computer.
On reboot, have the customer put a user name in, but leave the password space blank.
Click on OK.
Computer should now save password.
Try the following if you're crashing or hanging up while browsing with IE4.0:
- Updating your video driver - Depending on your graphics card, an updated
driver can solve potential problems. Look at your video card manufacturer's
web site.
- Installing DirectX5 - This can also potentially solve video-related
problems (it has worked for many users). You can learn more about and
download DirectX5 from Microsoft at http://www.microsoft.com/directx/.
- Turning down video acceleration down one notch - This is also used, in
general, to solve video problems with specific video cards/chipsets. Do this
at Control Panel | System | Performance tab | Graphics button.
An unknown error has occurred.Account: 'GTE Mail,' Server:

Try changing the computer name for this error. Go to Control Panel|Network. Install Client for Microsoft Networks if it is not listed. After that is done, return here, click on the Identification tab and change the computer name to something short, simple ASCII, no space characters, no special characters, and do not include the domain name of your ISP.
--
If you get a wgetnetuser error, try the solution below:
That usually means there is something wrong with your computer name. Go to Control Panel|Network. If you don't have Client for Microsoft Networks on the list, add it, then come back to the same place. Click on the Identification tab and change your computer name to something short, simple ASCII, no space characters, no special characters, and not including the domain name of your ISP.
Q: I'd like to be alerted from time to time that new mail is available while I'm working online.
How can I set up a procedure to do this?
A: Outlook Express provides a simple procedure for letting you know there is new mail. Follow these steps:
From the Tools menu, choose Options.
Click the General tab, and select Check for new messages every [blank] minutes. Fill in the blank with the time interval that works best for you. Click OK.
Once you've saved these settings, Outlook Express will alert you at the selected interval with a beep and then display updated information that includes whether you have new messages.
Save the file to a location on your hard drive, but not in your Windows\System
folder, and then double click Msvcrt.exe. This extracts four files:
Msvcrt.dll 4.20.6164 06/07/96
Msvcrt20.dll 2.11.000 07/11/95
Msvcrt40.dll 4.10.5349 07/31/96
Readme.txt
The Readme.txt file contains information on how to use these files.
The files Msvcrt.dll, Msvcrt20.dll and Msvcrt40.dll, are runtime library
files that are required for proper execution of many programs. If you have
deleted these files from your system or they were not included in the
installation of a program, you may need to manually install them.
Copy the files to your C:\Windows\System folder. If you have installed
Windows in a different folder, replace "Windows" with the correct path.
1)In Windows Explorer, open the folder where you have extracted the files.
2)Select Msvcrt.dll, Msvcrt20.dll and Msvcrt40.dll. Click the file, then
hold down the CTRL key and click the other filenames.
3)On the Edit menu, click Copy.
4)Open the Windows folder and double-click the System folder.
5)On the Edit menu, click Paste. If you receive a message that the file
already exists, chose to not replace it.
Your applications will now be able to access the runtime library routines.
I can't open my sent items folder in Outlook Express
Sounds like your sent items folder is corrupted. If you don't have anything
important in there, just exit OE and delete sent items.mbx and sent
items.idx; they'll be recreated the next time you start OE. If you *do*
have important information in that folder, you can open sent items.mbx in a
text editor and print it out before deleting it, or just open it in a text
editor and then save it as a text file.
Thanks to Margaret
This same procedure applies to the inbox.idx & inbox.mbx, outbox.idx & outbox.mbx and deleted items.idx and deleted items.mbx files if they become corrupted.
Error 550 - Relay Denied" error message when sending mail
The main issue for this is when you do not have a "@gte.net" email address in the mail settings. For Netscape, it is in the Your or My Email field. For Internet Mail and Outlook Express, it is in the Email Address field. After correcting these fields, they NEED to remove any outgoing mail they have waiting to go out. The reason is the mail they created, before correcting the typo, has the incorrect email address, or whatever wrong setting it was, attached to it. Then they should be able to send with no problems.
